Warren has filed to run for Cave Creek Unified Governing Board in 2014. Assuming this is the same Mark Warren, Mr. Warren has previously sat on the Cave Creek Unified Governing Board. You may recall that he approved implementing Everyday Math in Cave Creek Unified and he pushed for the issuance of the bonds in 2006 BEFORE any voter approval to build a new high school. It is beyond us that a high school can be rated an A when 21% of your tenth graders cannot pass the AIMS math test (raw cut score was 52% in 2013). Wonder if AIMS scores will be a factor in the upcoming <a href="http://education.maricopa.gov/site/Default.aspx?PageID=254" target="_blank">Cave Creek Unified Governing Board Elections</a>? You can read the most balanced story about the suspension <a href="http://www.azcentral.com/community/scottsdale/articles/20131009teacher-suspended-after-parents-complain-about-plays-content.html" target="_blank">here</a> in the Arizona Republic from reporter Mary Beth Faller.</p> <p>Cactus Shadows student Kyle Kuo wrote a letter to Superintendent Debbi Burdick about the incident. My. Kuo is a Cactus Shadows senior who apparently is a student of the suspended teacher. I have watched the news reports, read the articles, and been a part of the discussion taking place in our quaint town of Cave Creek. Hearing your comments about the matter, regardless of media influence, was upsetting. While the actions the District has taken may be included in some sort of protocol, I still cannot fathom how this issue reached such a boiling point. <p>Unfortunately, I did not have the opportunity to speak in front of you and your other colleagues serving on the District Board of Directors as I was working, but I wish to have my voice heard via this letter. <p>I am sure you have heard the many wonderful things Mr. Cupo has done for students while serving as not only a teacher, but a mentor for many. For me, it was overcoming the fear of speaking in front of a group of my peers. I have worked with him over my high school career to further propel me into being comfortable speaking in a public setting, and I cannot thank him enough for that as I continue my successes in DECA and many other extra-curricular activities. <p>Aside from the many Cactus Shadows students who have spoken out about the wonderful things Mr. Cupo has done for them, I believe it is important for yourself and the school board to understand the future of Cactus Shadows if his suspension is turned into termination. <p>· The school would no longer have the acting and stagecraft expertise that Mr. Cupo brings on campus. <p>· The Drama Club/Department would cease to exist without a replacement. (Next in line would be Ms. Elissa Ericson who is currently running the dance programs). <p>o There are students in this department that are scholarship/college hopefuls and need this department in order to obtain the financial need that they so desire. <p>· The district would lose the public reputation of a school with a strong Fine Arts program. <p>o Students interested in this career path would move elsewhere. <p>· The Jokers Improvisational Troop with also cease to exist without a replacement. <p>You may understand how large the Drama Club/Department is, but the time, work, effort, and heart these student pour into their shows is truly amazing to experience on a side-by-side level. Seeing the students who will be playing roles in the upcoming show “MacBeth” (something else being jeopardized) walking around campus with their raggedy, highlighted scripts in hand is neat (for lack of a better word). Any free moment these students have is spent working tirelessly to create a show the campus will be buzzing about for months. Taking that opportunity away from the students would be downright cruel. Not to mention tarnishing the hard-work and extra-time Mr. Cupo spends running and leading the show crew. <p>In regards to the curriculum being criticized, was there not a process in place to filter the lessons our students are being taught in the classroom? Was there not a third-party in this situation that cleared the curriculum because they saw a lot of educational value in the material? Why must this fall all on Mr. Cupo? These are questions I would like to be answered. Both for my own knowledge, but also for the knowledge of my peers. <p>I also could not help to notice the fact that there were permission slips and alternate assignments available to students who did not agree with the material, or whose parents did not agree to the material. The student who said she felt “discriminated against” if she did not comply with the rest of her classmates had many other avenues to address her concern if this material truly affected her. Do these permission slips and perpetual warnings about the materials go unnoticed in this decision? Or how about the parent who spoke out against Mr. Cupo stating that he did not know the material while signing the permission slip. Is that an acceptable excuse for ignorance? I present you with the situation where my parents sign the permission slip for watch the video shown freshman year to every Health student. Who should be held responsible if my parents authorize consent to something while not knowing what they just signed off on? <p>I would also like to draw your attention to some other works of literature being taught on the same campus as <i>The Goat, or Who Is Sylvia</i>: <p>· <i>The Adventures of Huckleberry Finn</i>: Where racial slurs are the norm for this narrative. <p>· <i>Romeo & Juliet</i>: A classic piece of literature taught in almost every high school around the country. Chalk full of sexual innuendos in which the reader (student) is expected to comprehend and relate back into what the author’s message/purpose is. <p>· <i>The Kite Runner</i>: A novel of two children growing up in a war-torn nation. Do not be fooled, there is a graphic rape scene in the last few pages. <p>At what point do we draw the line at what is “taboo” and unacceptable for children to read? Is it about the content of the literature, or how it is taught? <p>The thought of book banning is truly sickening to me. Personally, I will not stand for the opinion of someone else’s parent, nonetheless my own, to make the decisions on what pieces of literature are openly available to me in a school setting and which are not. The point of literature in a school setting is to find the author’s theme, plot, and underlying message. How to find character development, plot twists, irony, literary devices. This is all kaput when parents, not educat<b><u>ed</u></b> on educat<b><u>ing</u></b>, are allowed to censor the types of thematic elements I am subjected to. <p>I understand the points I have presented to you are not fully encompassing of the situation, but they portray my opinions on the decisions you and your colleagues have direct influence in. The termination of Mr. Cupo would be extremely upsetting to not only the many students on campus, as well as to those alumni who have gone to pursue their career goals, but to the District leadership as well. I am pleased to be able to say that I work for a company where I am repetitively told that my managers and executives will always back me up 100% regarding complaints and issues. Well, the truth is different. On a whole, test scores in the district declined.</p> <p>AIMS passing rates is a poor proxy for student achievement. AIMS scores are a rate of students who fall into a category. Some interesting things stand out like…</p> <ul> <li>111 7th grade students at Sonoran Trails failed the writing test</li> <li>Almost 100 students in grade six in the district failed the math test</li> <li>Almost 22% of the test taken at Desert Sun Academy resulted in a failure, significantly higher than the district result of 15%.</li></ul> <p>As we have said before, in an area with our demographics, these numbers are way to high, and the district needs to take a serious look at what is happening at Desert Sun. Poor scores like this show why <a href="http://ccusdwatch.blogspot.com/2012/11/cave-creek-unified-and-enrollment.html" target="_blank">Cave Creek Unified is failing to capture the students in its own boundaries</a>.</p> CCUSD Watchhttp://www.blogger.com/profile/12372440689945085075noreply@blogger.com0tag:blogger.com,1999:blog-4754036436255173387.post-38365391023797583712012-11-13T07:31:00.001-07:002012-11-13T07:37:26.567-07:00Cave Creek Unified and the Enrollment Elephant in the Room<p>With the recent governing board election, the current board members continued to pat themselves on their collective backs about the great job they are doing in such tough economic times.</p> <p>What they are hiding is the fact that Cave Creek Unified continues to be a district in decline (losing more than 200 students this year alone).</p> <a name='more'></a> <p>The evidence of this decline is found in the enrollment population capture rate. The capture rate is simply the district enrollment as a percentage of the total school age population within the district boundaries. According to Applied Economics, the district’s demographer, most districts in the metropolitan area have a capture rate of 75 to 80%. When we look at the figures for Cave Creek Unified we find this (click to enlarge)…</p> <p><a href="http://lh4.ggpht.com/-2p224HUWHT8/UKJZo3ciujI/AAAAAAAAAik/Mdm1fLP3xOI/s1600-h/image%25255B3%25255D.png"><img style="background-image: none; border-bottom: 0px; border-left: 0px; padding-left: 0px; padding-right: 0px; display: inline; border-top: 0px; border-right: 0px; padding-top: 0px" title="image" border="0" alt="image" src="http://lh4.ggpht.com/-bCfv2ej9two/UKJZpifjIrI/AAAAAAAAAis/_rRUGYX7A-g/image_thumb%25255B1%25255D.png?imgmax=800" width="491" height="327"></a></p> <p>For 2012 the district capture rate is 64.8%, the lowest value in over 12 years, and includes a significant drop from 2011. If you take out the 300 or so open enrollment students the rate is even lower. You can see that the district is failing to capture almost 3000 student of which over 1000 would be attending CCUSD if the capture rate was comparable to other districts.</p> <p>So it is clear that all the policies, programs, and governing board members over the past 12 years have done nothing to stop the decline of the district. </p> <p>Sure our students have “world languages”, can use iPads in the classroom, experience differentiated instruction and flipped classrooms, but this window dressing has done little to stop the outflow of families voting with their feet. Parents do not want this windows dressing, they want real substance so our children will be able to compete globally. CSHS had an exam pass rate of 69% while North Canyon (the IB high school in PVUSD) had an IB exam pass rate of around 81%. Don’t forget that North Canyon has a significantly higher number of low SES students. So why did the district continued the failed legacy of Everyday Math by selecting the GoMath! and Big Ideas math textbook materials?</p> <p>We think it boils down to this…</p> <ol> <li>Choices are made to make the job of the teachers easier above what is best academically</li> <li>The processes are driven by the textbook publishers</li> <li>Little to no input from the parents, community, outside experts, or schools that are successful.</li></ol> <a name='more'></a> <p>But the true blames lies with the governing board. By not standing up and demanding a transparent and thorough selection process and making sure that the textbooks selected are the best for our students, the governing board is failing our community.</p> <p>Like our motto says, ‘It’s the curriculum, stupid”. Not only was this rate the highest in the state, AJC found that it was the highest in the past 4 years for CCUSD.</p> <p>In light of the cheating scandals involving Atlanta Public Schools and schools in DC, this is fascinating.</p> <p>You may recall that USA Today\Arizona Republic <a href="http://www.azcentral.com/news/articles/2011/03/06/20110306AIMS-questions-arise-over-big-gains.html" target="_blank">performed a similar study</a> last year. It studied AIMS scores from 2005 to 2009 and found that “the average score in at least one grade in each of the 93 schools took a one-year jump that testing experts say is statistically improbable.” The Arizona Republic only named a sample of 13 schools from that study.</p> <p>According to the AJC…</p> <p><em>In any year, a typical (non-cheating) district might expect to have about 5% of its classes flagged for unusually high or low performance relative to their performances in the previous year. The Scottsdale Republic tries to lay blame on the voters. The true blame for the district woes lie with the Governing Board and the current and past administrations. These collective groups have angered the community and failed to make academic achievement a priority. One answer is <a href="http://www.vail.k12.az.us/">Vail Unified</a>. Spends less, pays teachers less, gets more money to the classroom, spends significantly less on administration, offers more rigor to its students, engages with the community, and performs just as well as Cave Creek Unified (better in math, same in reading, worse in writing on 2011 AIMS).<br />

The true answer is practically every neighboring school in the area.<br />

This will result in a 5% increase in budget (BSL) from the state. Remove the professional development and conference days, about 10, so only 10 days will need to be added to the calendar. <li>Consolidate all the schools into 2 campuses. STMS and HTES in the south. DAMS, BMES, old BMES, and CSHS in the north. Close three schools,DWES, DSES, and LMES, and make all schools K-8 except Cactus Shadows. Use old BMES to ease overcrowding at the HS or use it for 7-9. Operate the south and north schools as one, for example HTES and STMS could act as one campus and allocate room accordingly (maybe HTES is the lower school K-4 and STMS is an upper school 5-8), same with BMES and DAMS. This is likely a $1.2M savings and not one teacher needs to get laid off and we would also realize some transportation savings. <li>Raise class sizes by 3-4 at K-8 level but to mitigate this implement an ability grouping in each grade level. The higher ability groups would have more students in them, the lower levels less students. Just as a simple example students would be grouped into the following class sizes: Honors 40 per class. Highly performing 36 per class. Performing 30 per class. Under performing 28 per class. Have parents sign a form understanding that to be in the honors track, you accept a higher student teacher ratio. <li>Expand the walk zone around schools. There are some bus routes at DWES that drop kids off 1000 feet from the school. Why? <li>Consolidate all school records information at the district office. Certainly that spiffy new school management system we bought can allow for one or two people to manage all the schools from a central location. We don't need a records secretary (currently 7 or 8 FTEs) at each of the schools for such a small district. Cut this to 3, 1.5 for K-8 and 1.5 for the HS and a savings of $200,000. <li>Fund a full time volunteer coordinator position. This person will be solely responsible for creating a database of parents who are more than willing to step up and help the schools in this time of need. If a teacher needs some help, they call the volunteer coordinator who will send out an email blast asking for volunteers. Principal needs some temporary help, the volunteer coordinator could find a volunteer instead of paying a temp or substitute. <li>Remove all car allowances. If someone needs to travel between schools, the district maintains a fleet of vehicles that can be used for this purpose. Savings at least $40,000. <li>Raise deductibles and premiums for employee family members and eliminate paying 100% of the cost of health care for administrator’s family members. <li>Eliminate health care subsidies for part time employees. No private employer gives part time employees free health care. <li>Raise fees for groups using district fields and gyms to fully cover the utility usage. Who is paying the electricity costs for the lights that are on every evening at the district ball fields, when no one is using them? Just because some organization donated the lights, does not we are obliged to pay for the electricity to run them. <li>Discontinue paying fees to associations. AZSBA, AASBO, NSBA, etc. will still continue to advocate for schools even if our district is not paying them. It is fine to pay for the services of these groups, but in these hard times, we cannot afford frills like this. <li>Cut all day kindergarten. Sorry there is no proof that adding another 120 minutes of instruction (when you subtract for lunch, another recess, nap time, etc.) is worth the cost. These funds could be put to a much more productive use. <li>Eliminate IB. Sorry but colleges do not give IB <a href="http://truthaboutib.com/isibsuperior/ibvsap.html">as much respect</a> as AP. And since CCUSD made the decision not to expand the program at the elementary and middle schools (too expense they said!) running both these programs is a waste of resources.</li> <li>Cut the World Language programs. No parents asked for this and it was a poor decision to implement it without a stable funding source.</li> <li>Drop the Goldwater lawsuit appeal.
